I suspect 3T weighs them without rim tape or stickers and then a little bit of +/- of their scales... maybe the specific gravity of Italy is different to the rest of the world?
It doesn't really matter though, I certainly couldn't notice their supposed weight.
Took them for a spin this morning and found no negatives. Certainly they are not the most sprightly wheels but not that noticeable. Once up to speed they fly along, feel very smooth and solid. The main benefits I found was their stable feeling, gave the bike a really planted feel and no movement when sprinting or climbing. I would feel much better smashing these around than some comparatively priced carbon.

The 172og as reported by @mattyc seems too good to be true. Evans Cycles scales are full of shit :)
