My mudguard also struggles to fit on the bit where's the diagonal tube, I actually cut dents on it so it moves closer to seat post and conforms nicely to curve of tyre.
But I think my issue is compounded by having a drum brake on the other side. The boss that holds it has no room for horizontal adjustment, which means that it's not possible to move the wheel further back on the dropout. If that makes sense.
