No

It doesn't, however the cross wind effect is largely depend on the fork geometry.

The high trail/slow steering of the track bike are usually affected by cross wind.

He's taking about a rear disc. I know you love talking about fork trail and head angles and all that, but it's got fuck all to do with your rear wheel scobes.
