If you're buying a bike and are desperate for a sloping top-tube, just buy one designed that way. Buying a low-pro designed for 24" or 650c wheels and whapping a 700c fork in there and all you'll be left with is a sub-optimal bike that looks like this.

I'm trying to find the picture. It basically looks like a steel horse abortion and is a perfect representation of what happens when you fundamentally fuck up frame geometries.
