It's a 70s bj "messina" is the model, sort of club racer type geometry, shot in Italian style seatstays give it away. I have a 1974 model in flam red, but it sits on 27" wheels, yours looks like the fork at least is 700c but the frame is likely 27" hence the long drop rear brake.
You can build them up as a retro racer or modern steel as you like.
Exposed chrome on a black frame looks great to me.
For modern ish go for 90s low flange records or ultegra on grey mavic rims, and 90s 8 speed ultegra.
For retro go large flange hubs, silver rims, and a neat groupset.
What hubs were on it when you got it? Look like 90s hope lightweight
