Just measured them (the steerer and max insertion of the stem) and they are both about 13cm. Is that really an issue?

13cm from the bottom of the stem to the max level? if so it will look really odd (and ugly).
These stems were used on budget raleigh bikes (i had the same one an equipe i used the first months after i moved to London), it will give you just headache ;)
You can find racing 3ttt or itm stems for really cheap!

but as said before, give it a try, you'll find out if you like it or not ;)

No sorry 13cm from bottom to where the extension begins. Yeah I know its not too nice to look at but I'll use it a bit and upgrade once the bike is ridable. I'll also try and polish it, i doubt it'll come out that bad.
