That makes sense... it requires a JavaScript file (which should be quick to serve as it's cached everywhere) and then when you are typing it makes additional requests for JSON files to tell you which usernames match your search.
If you don't have a good/fast signal, then you may not get those files in a way that makes the drop down instantly appear.

I was on my dad's 4Mbps+ connection via WiFi, so that shouldn't be an issue. Just tried it here on my similar speed WiFi too, and no matter how long I wait, typing @V on my phone doesn't yield an option list, so I'm guessing it's a problem with IE9/WinPhone7.8

The timezone yes, daylight savings no. Think about it. If it didn't then every program anyone wrote that created Date objects would be an hour out for 6 months of the year.
Otherwise why do
var bst = new Date(2014,9,25,10,00,00);
var gmt = new Date(2014,9,27,10,00,00);
Give two different times when converted to UTC?
And converting the other way, why do
var bst = new Date(Date.UTC(2014,9,25,9,00,00));
var gmt = new Date(Date.UTC(2014,9,27,10,00,00));
Both give you 10am, the first with a BST time stamp and the second with a GMT one?
