How is RP in the evening? Last time I did it after work it was full of angry taxi drivers and monged out commuter-nodders getting in the way

I occasionally see a guy riding round regents on a fixed TT bike. Really pretty aggressive position. But what surprises me is how slow he is riding. Slower than most of the commuters, probably 14mph tops.
Any idea what he might be training for?
