No, kids don't; grown men do. Let's not try and ameliorate this guy's behavior by making out he thinks it's a bit of harmless fun - he is intending to cause a puncture, simple as.

Yes, but I don't think so in this instance. This doesn't sound like a spontaneous act of sabotage; it appears to me that this guy very deliberately went about acquiring drawing pins to then take out with him and lay down in the path of bikes. He didn't chance upon them whilst out walking the dog, and, should his scheme succeed, I don't imagine him thinking to himself, 'oh no, what have I done.'

Dorking cc have sent another email out concerning drawing pins being left in the road around Box Hill. 50+ were picked up and it's been reported to the police.
"...These had all been thrown down in the road where the vans are usually parked opposite one of the caravan parks"

"Hope you are well. just thought i would email you so you could possibly pass information on to other members.
Josh went out for a ride this morning by himself and unfortunately had a couple of incidents along his route.
One being that someone in a van threw something at him fortunately it didn't hit him! The other incident, which i have reported to the police involved a man in his 60'S near the pub called The Tree on Boxhill road. The man was walking a small dog possibly a Jack Russell and he threw a handful of drawing pins into Josh's path. Josh has seen this man here before so i'm sure it is not the first time this has happened. The police said it was important to let others know about the incident and encourage others to report it to the police if this happens again. The police can then build up a better picture and they are then more able to act upon the information.
I also think riders should be wary of this particular individual as he is obviously not thinking about the consequences of his actions.
I do hope there are not more reports of incidents like this."
