He obviously very much IS thinking about the consequences of his actions - it's not a coincidence that he's dropping pins into this cyclist's path, is it.

Why doesn't he just knock him out?

When kids throw stones at cars or drop slabs of concrete from a motorway bridge they are not thinking about the consequences of their actions .
Unless they have mental problems.
Que quotes from those people with suggestions about what they would do to errant cyclists.

No, kids don't; grown men do. Let's not try and ameliorate this guy's behavior by making out he thinks it's a bit of harmless fun - he is intending to cause a puncture, simple as.
