Most people spend a year or so grinding around on an 'optimistic' gear if they're new to it. Are you new to riding? Unless they're already riding a lot it's likely your cadence is... a bit shit. Most people have a tendency to happily mash a big gear.
70" is the swiss army knife gear. 19 and 20t cogs give you a gear just either side. Buy both, use the 19 for summer and the 20t to improve your cardio, cadence, climbing and staying happy spinning through the winter. There is a thread on here with lots of other (less awesome) opinions.

do you think too high? I mean my commute is pretty much flat as a pancake - although I guess I might have to brace myself for some more thunderous thighs
