In Tokyo at least it's illegal not to have a bell so even with all that effort that bike is probably still not road legal (alright you're not likely to be called out on it but still).
Also the brake law is stupid because the stopping distance requirement is easily doable brakeless...

Must be able to come to a skiddin stop on dry and flat pavement.
