arent they called "protest" brake setups. seen some before with the brake lever mounted onto the fork

Agree. But you could probably make a case that the only time you should see a brake on a HHSB build is when it doesn't work.

but, as is the case with the bianchi, making the brakes work would require a wheel change to something far more reasonable clearly there is no point in making the brake work.

The dumb thing is if in the event the chained snapped or dropped there's nowhere to jam your foot into.

bearing in mind footjamming on a track bike can be pretty awkward, surely reaching and grabbing the lever would be easier?

In Tokyo at least it's illegal not to have a bell so even with all that effort that bike is probably still not road legal (alright you're not likely to be called out on it but still).

Afaik that's the requirement in California.
