I did this to a canondale aluminium frame years ago and it worked fine. I just used ever finer sandpaper if I recall. I don't see why the same shouldn't work with Ti. Or you could have it shot blasted and then sand/polish yourself. A dremmel is your friend.
Do it.
Caveat: I don't have any expertise in titanium or paint (or sanding, tbh)
