I lugged lined my tandem frame and some forks in the past. Not easy. For the tandem, I did not have good space to move around, busy room in my flat, and I had to cheat a bit (re-covering the gold lining with mat black of the frame where gold had gone too far...) which was OK for that specific project, the overall result is consistent with the rest, but this would be disastrous in the case of the immaculate frame you have here. It would be best to strip the bike so you can move it around easily, and get good access throughout, and always have good support for your painting arm / wrist.
I was a lot more successful with the forks (this was on a holdsworth actually!) because it's so much easier to move them around than a tandem frame half built with steel cranksets and forks!
