Angostura bitters = alcoholic drink. All mixer bitters are. If BQ wants zero alcohol for a spell, that doesn't work.
Minutely, yes. There'll be loads more alcohol in a proper ginger beer.
Given that you'd only ever use a few drops, the alcohol content of your drink would be almost homeopathic.
So you'd end up with an immunity to alcoholism, I guess.
But unless BQ is doing this for strict religious reasons, which I kinda doubt, bitters would be safe to use.
