No need for a recurring pattern, just some marker to indicate position. If you have only one mark (the comet), the wheel needs to be rotating slightly slower than the frame rate, so 24 revs per second would do for 25frames per second TV. That does mean you'd have to get up to just over 100mph to generate the effect.
