I'm not buying that rhetoric. He hasn't really progressed and arsenal have gone into terminal decline ever since he's been in the starting lineup.

Would any of the CL chasers be interested in him should he become available?

He's played an average of 60 minutes for every PL appearance he's made.
He has had 2 "good" seasons in a very average arsenal squad and I'd very much doubt that he'd improve the Spurs or Everton attack.
He'd fit in well at Swansea, Southampton or Sunderland. Big fish in a small pond.
