Those users are new today, or have updated their profile today.
Today shows everything that has changed... today.
Sometimes this is useful, i.e. you're expecting someone to register and you want to spot who they are and message them straight away. Or you think a troll is going to create an alias and you can watch it happen and identify them immediately.
It's not always useful, mostly it's just a curiousity, "Oh, someone new".

when you click on "today" you get a list of threads that have been active today, but occasionally there are @userxxxxx breaking them up.
