It may be but looks to me like Ortlieb money for bargsin basement functionality.

I have those, and Carradice before, but in the end, the old hook and cord still work the best in the long term, mainly because it felt more secure, which remind me to modify my Carradice Super C to.

Carradice Super C front panniers are awesome, I think they're noticeably lighter than the Ortlieb.
