The overall feeling I get up here is of hardening resolve.
Seeing them frantically putting an 'offer' together at the last ditch, when they refused to even engage with Devo max or participate in the debates, just reflects the arrogance and contempt that comes so naturally to them with regards any non-London or Southern County issues that come their way.
So not just too little, too late, but also a pretty apt end to a union that's become increasingly disfunctional since the 1970's. If John Smith had been PM instead of Blair the UK as a whole would have an incredibly different social dynamic right now and this wouldn't be happening.
