Looks to me like the taxi-driver parked in the cycle lane, right next to the ped refuge, matey on the bike tried to follow the lane as marked and squeeze past the taxi but misjudged it and there was some sort of collision.
Who caused the scratch is open to question though as the cab moves forward.
Conclusion- drive selfishly, with no regard for other road users and these things may happen.
