Strange, worked first time for me (and no the security layer doesn't care that I'm admin... treats me no differently).
Can I ask what the two extensions in your Chrome are that I don't recognise, the S and Q to the left of LastPass. Perhaps one of those is sending strange headers with regular HTTP traffic.
And additionally, what network are you on... a home *DSL line? Cable? Or were you using a VPN? The logic behind this question is that I suspect the security layer uses IP addresses as a risk/reputation signal and that they modify how severely the security policies are applied accordingly.
