Why that's amazing all the those different Italian builders all over Italy using the same painter! Over so many different years, Even got the paint match spot on.

Well Columbus Max I think first appeared in '87 so that's fine but I for one have never seen any pics of any Russian team riding anything like this frame.
I'm not saying you're very wrong, but here you go:
1984, Ekimov riding a (different) Rossin:
1988, riding for gold on a Lasers:

It wasn't different builders, only different brands under the same builder (and painter).

I think all of these were built by Billato in the nineties.
Same paintscheme as on my Concorde which is Billato built.
And to the OP. You got a MAX pursuit bike that looks absolutely mint. Enjoy it!

Billato did, as is common knowledge, make high quality frames for Italian and other marques including your Concorde (I think they made pretty much the entire line-up for Concorde at one point during the PDM years) . As I said this particular bike doesn't feel like a Rossin to me and it still doesn't . It's a very nice frame prob made not to race on and prob made after UCI regs excluded the design . And prob made legitimately using the Rossin name.
But then we could start debating the whole branding issue and why logo a frame an 'x' if it was made by 'y' .
Take a look at monoglaze's Rossin CP that feels like a Rossin to me , this one doesn't Still. -

I think that little sticker says "Handmade by Rossin . Italy" Not "Made by Billato for Rossin"
Anyway nuff said - the OP's is a great looking bike and build .
Some current BLB offerings....
Colnago, Rossin, Wilier, Zanella. can't see any pantos except forks.
