It's lovely.
Rather than attempting to rechrome, I wonder if that might be worth dipping in oxalic acid bath ... aka decking cleaner? You'd remove rust and be left with 'patina', i.e. chrome with nickel showing through a bit yellowy under. Check out posts on Retrobike or one of the bmx forums about this method.
Get the decals copied first.
I'd really like it but I can't justify another track frame.
