Markdown doesn't work in usernames, it just shows as plain punctuation.
If you mean "people who use anything other than 0-9 and A-Z"... for the entirety of those that use emoji, Eastern characters, etc... then unless you can type those characters you won't be able to @mention them.
If someone has specifically chosen to use obscure unicode in their username (i.e. the
­character) then this is their choice to have made themselves unmentionable, uninvitable, and even to prevent being granted permission to private usergroups.Indeed, such a person could only even be PM'd by using the link on their profile page.
