Leave the mounts on, you need them for cable guides to derailleurs. Depends on your intentions, Geared?
If bolts look corroded; spray, rest and repeat in WD40 before you try unscrewing as you risk rounding the allen head.
Seat post is slammed and looks like it's been that way for a while, brace yourself for it being frozen.
You want a cotterless crank puller, Park tool if you can afford, check the tool classifieds for used ones.
Paint is wholly dependant on budget, you can go for £10 to £100. Shot blasting and powder coating are additional factors, or Nitro mors is £10.

Geared, STI shifters I believe they are called. So there is no need for the down tube shifter mounts, I just want to get a saw and hack them off I just want that nice clean look. :) i will be keeping everything else for example, the cable guilds.

If you want to fix it up as a road bike with gears then don't remove any of the braze-ons / mounts... You will not be able to have someone replace them as easily as with a steel frame. You need adaptors but you will still need the mounts.
For removing the seat post check Sheldon Brown and work through the steps in order. But whatever you do do not use caustic soda as the frame is also aluminium.
In terms of home respray have a search on here.. There are quite a few threads. Unless you already have lots of bits it's unlikely that you will be able to respray cheaper* than you could pay someone to powder coat it (or even a wet spray from someone like Mario Vaz). I wouldn't strip the paint, most people say you're better off sanding and smoothing out the existing paint as a base. The key to a good respray is lots of time and care.
*Unless of course if you just want to rattle-can it black for an even colour

^In case you're not sure how that works, here's how the cable stops utilise the down tube shifter braze-ons. (I had no idea until I similarly adapted my old bike a couple of years ago.)

Those lever bosses are riveted, thus there will be holes to fill.
Remove the BB first, invert frame and leave that post to soak in any light oil for a few days.

If you want to use STI/BRIFTERS/ERGOPOWERS then you will just need two little adapters that screw on to the old shifter mount, they will act as Cable Ends. Here is a picture:

You need to be careful which shifters you get as it depends on the derailleurs you want to use. Campag and SRAM use twice the cable pull of Shimano if I remember rightly so you need to keep yourself within one of those two camps.
RE the bottom bracket, you'll need to have a look at what you have to play with. However, it's probably a cartridge shimano bottom bracket judging by the rest of the gear on it, so you'll want one of these. You can get ones that are attached to handles already but the separate ones allow you to use bigger or smaller spanners.

I am looking to refurbish this bike. First of all I am a newbie and hopefully the members of the forum will help me complete this project. I am currently attempting to strip down the frame to its bare parts.
I am having trouble removing the seat clamp.
Are there specific crank removers/bottom bracket removers that I need to purchase. I am also looking to buy a work stand.
I need advice completely removing the down tube shifter mounts since the material of the frame is aluminium unlike most of the tutorials/videos/post which remove them on steel frames. I see many written posts about removing them, many of which say that you 'should leave them on' however they must go. I can't stand them.
After that, I will need to paint the frame, I am looking into different ways and methods. Any suggested locations I should go to paint it? What method of painting should I use on the aluminium frame? Should I paint the frame myself?
