I thought that would be the case, but wasn't sure if the bullhorn bars (instead of drop bars) would mean that I would need a shorter frame.

What height range is this sized frame designed for?

I am 5ft 8 and it's ok for me.
It is probably suited for someone, ideally, between 5ft 9 and 6ft .
