Headset is a good shout - although I've tried the "hold the front brake and jiggle the forks" test and there doesn't seem to be any play. If it's loose enough to cause brake judder would there be enough play to feel this way?

In my experience, yes. Check the bolt that holds the brake to the frame hasn't come loose?
