If you are signed in to their email, or know their password, then yes.

But... if you are signed in to their email or you know their password, then you could've signed in to absolutely anything as them, and I'd forget about a web forum, why not go for their PayPal account?

Basically... Persona is way more secure because people don't protect usernames and passwords adequately, but people do protect their email. Persona is "sign-in with email".

One issue I found with Persona is the third-party cookie being blocked by default on a lot of browsers. But it works fine once you allow that, and it makes sense (as long as people understand/trust it).
