Is it time to start calling out bad cyclists?

So every time you walk anywhere in London and see someone dropping a cigarette on the floor you have a go at them?
I'm not a great fan of litter but I can't imagine getting anything else done if you take this approach

does dropping a fag end cause everyone around me to fixate on the fact that i've just dropped a fag end when they should be focusing on pointing the soon to be speeding ton of metal and glass in a safe and considerate manner?
