Is it time to start calling out bad cyclists?

Jumping reds on pedestrian crossings because you can see it's clear and safe is certainly the least bad type of RLJ, but " I** do what I fucking like mate. Are you the Police? No well piss off then**" is the attitude of a proper weapon.
Particularly when you're just doing it to rile someone up.

OK so. What gives him the ride to have a go at me?
Is he
a. My wife?
b. A member of my family?
c. A friend?
d. My boss?
e. The police?

I know he is not a or b and I don't think he is c and I know he's not my boss so I was asking him the question. What right does he have to tell me what to do if I am not interfering with him as an individual and am not part of some collective group that I chose not to represent?
