If it's a geared bike, the concentricity probably doesn't matter very much. You could align them if you really want to be anal.
If it's a warped chainring (moving the chain side to side), I'd say it's dead. If it's just making the chain tighter and slacker (on a geared bike), I wouldn't worry about it.
