I think the level of racing at the Tour and Giro is probably about the same this year.
if by 'level of racing' you mean the competetiveness and energy required to finish among the first, that's not what the pros I heard so far are saying; the TdF is a lot harder, in every stage it's 'full gas' from the start whereas in the Giro (and Vuelta) some stages or parts thereof are taken easy.
