Quite small, but I think if you get larger ones, most of the extra size is in the pannier being taller and deeper, not wider, so that wouldn't make any difference to heel clearance... I think.
It wasn't sold as super waterproof, but it's definitely at least water-resistant. I would happily ride to work in torrential rain (a 30 minute ride) without worrying about anything inside getting wet. But it can get a tiny bit damp in some places if it's much longer than that. If you needed to cycle in the rain all day with a laptop inside, I'd get something more waterproof, if not, it's probably fine.
