I've got the Tortec Ultralite on my large Pompino, size 46 shoes, 165mm cranks, cheap Altura pannier, and the heel clearance is absolutely fine if you put the pannier to the back of the rack. The rack itself is great.
Tortec also do a Velocity Hybrid, which is halfway between the Ultralite and the Velocity, which might be good for you? I think the Velocity is so slimline it actually looks a bit weird.
