just to keep the fire burning in this thread - those frames i've witnessed, seattube was 58ctt and top tube was 56ctc, which i think is pretty much usual (given that ST and HT angles differ slightly). watcha all thinking?

Is one able to make a makeshift lo profile using a 700c bike frame and a 650c or 600c front wheel and fork. I believe i have come across this with some leader frames but can you do it with any frame?

no you can't. bottom bracket would be scraping the tarmac.
