It's not fixed, it's ghetto singlespeed. Double rings make perfect sense, you can probably get 53/11 for downhill and 39/23 for uphill without changing the chain*. Maybe not many sensible gears in between, but you can't have everything :-)
*Without changing it again, since as shown it's obviously too short.
