judging by the scratch marks I would say your seattube is bigger than the seatpost.
the clamping area has been tightened down to 29,4 maybe but the actually tube is larger. open up the clamping area a bit and try a 29,6 or even 29,8 in the seattube.

What's the frame? Photo please. Is it worth the hassle?

It's my track bike, a Graham Weigh 853 frame, so it is worth the hassle I think. There are pics elsewhere, e.g. in the Donohue thread.

I know from other forumengers that Donohue-built bikes with oversize tubing used 29.4mm seat tubes, and from Tester that it could either be 29.0mm, 29.2mm and 29.4mm based on tube diameters and wall thickness.

However, when I bought the frame it came with a 27mm seatpost in a shim which may not have been intended for that purpose, so I think the tube is a 29.4mm seat tube which has just become malformed over time.

As for the BBB seatpost Tester linked to, I did mention that as an option on the last page so it wasn't a UTFS failure, just that I was also considering Thomson/shim routes.

If the shim doesn't work, then I will order a slightly bigger BBB post and try that.
