I don't think many pedestrians realise quite how quick 20mph is. Even if cyclists were limited to 20mph these same pedestrians would still complain that they were going too fast.
It's a bollox idea and it'll be dropped at some point in the near future. But not until it's been in the media long enough for people to think that there is a new 20mph speed limit for cyclists and be yet another thing to get frothed up about.
