Reading that article it would make sense for me to get completely pissed off with it's ridiculousness, especially that last paragraph.
At the end of the day it's completely impossible to enforce, the Police don't even want to enforce it, it will all blow over and no one will care. But if the council want to buy me a £200 garmin so I can actually tell how fast I'm going then be my guest.
