I think that ripple is a bit of a worry.
Could you take more pictures of it? Are there any signs of similar on the top tube, also was it like that when you bought it or has it been in a collision that you are aware of?

There's no evidence of more rippling on the top tube, neither does there look to be any stressing on the top of the down tube. It's fairly difficult to photograph, due to it being so small. It was like this when I got it.
I've kinda priced it accordingly. Without any damage I'd probably ask £300 or so just for the frame set, as it seems to be fairly rare in this country. Feel free to make an offer though!

I brought this frame back with me from my last visit to Cape Town. It's a South African built Le Jeune frame, built by Francois Du Toit (http://www.dutoitcycles.co.za/) who had license to build under the Le Jeune name after training there. Unknown tubing, but it'll be at least 531 on a frame of this quality.
Seat tube 60.5 cm c-t / 59.5 cm c-c
Top tube 57.5 cm
Head tube 20 cm
Undrilled front and rear (super tight clearance up front, only room for a 23c!)
Very tiny ripple underneath downtube, behind headtube. So small you'd hardly notice it, but don't wanna be a dick and not mention it. It's never bothered me, and can't see how the frame wouldn't still be structurally sound.

Formula hubs laced to B43 rims
Miche 165 Primato cranks & matching BB
Tasty RaceFace seat post
Unbranded bars, stem and grips
VP pedals, plastic clips, and suede double straps
Battered Prime saddle (might have a couple of other options)
