I rode 28s on open pros all winter and didn't have a problem however they were definitely at the limit of the rim. Personally I would go with a wider rim to give more tyre options and nicer handling.
** and yes I also rode at high pressure (above the tyre rating in fact)

I have sputniks on deore xt, ride really well and seem plenty strong.
read too many things about the mavic equivalents braking is the main reason I went for them - although I imagine sputniks have broken in the past too!
They are heavy but who cares!

This. I've ridden OPs for at least ten years with different 28mm tires with no issues at all.

I rode with Open Pro with 28mm tyres in the past, just because you can doesn't mean you should.
No point in getting Open Pro if you want to ride with 28mm tyres generally.

Mavic recommends the Open Pro from 19 to 28mm. There is really no issue at all.

Like I said, just because you can doesn't mean you should, it did says 28mm max.
Hence the recommendation of the Rigida Grizzly with it's 19mm internal width that allow you to run your 28mm tyres at the ideas pressure.

Your suggestion of the 105 hubs is more than enough for the purpose, if you want cheaper, the Tiagra is equally as good for a little over half the price of the 105.

Serious question; why would you think that you can't run 28s at full pressure on an OP? I've never had an issue with sidewalls splitting, save for one faulty tire. Is there something I'm missing?

I never said anything about it'll cause failure, just that it's better (more comfort, grip, improved handling etc.) to run 28mm on a wider rims than on a narrower rims at the highest pressure to prevent the tyres from squirming too much.
If I remember. My mate has it at his house.
I might nab some when we're next camping. It knocks purple meths out of the water. I reckon it burnt twice as long at the same ferocity.
