Take your pick from the Transfil range according to what the bike is for, unless your routing has tight corners in which case you're probably better off with one of the segmented outers such as Nokon.

I will be routing it through my bullhorns on a Cinelli Mash. Only front cable so no real tight bends only perhaps where cable will exit the hole in the bars.

Are Jagwire are good? I've only used Shimano is there a discernible difference in brake cabling?

The cables and pads have more of an effect on your braking than what calliper you're using; bearing in mind the modest cost of cables compared to dental work, there's no good reason not to buy the best you can afford.
Nothing wrong with Jagwire (AFAIK), but Tester has spoken.

Aerodynamics trumps braking performance in this instance, which isn't the case generally.Anyway: "Who needs brakes on a drag strip?". :)

Does anyone know the legal terminology or reference to fixed drivetrain counting as a brake on UK roads? I need to reference where it is officially cited, may be difficult as I had the head of Hampshire police(bunch of useless numpties) stating it's a grey area....

Start here and if necessary read the actual SI. The key phrase is "one or more of the wheels is incapable of rotating independently of the pedals", there's no grey area.
