WP:COI just means you need to declare a personal interest in an article. It usually means your contributions will be scrutinised a little more closely.
WP:NOTABILITY means, or at least used to mean, that pointless articles like the foffa one would be deleted for not being worthy of inclusion.
Putting the article to AfD would be a small mercy for all of us...
