Is the forecast rain? Is 3 tubes necessary? Would 1 tube and a repair kit not cover you? Do you have any tub sealant you could put in your tubes for a bit of peace of mind? Do you need to be completely self sufficient tool wise or will you be riding with friends/a group? Can you split the tools / pump between you? Don't mean to patronise you with these suggestions, just the stuff I thought about when doing the bike pack fixie tour a couple of years back. Looking at the bags you have and the quantity of stuff you want to carry, I think you need a miracle.

maybe I am overdoing this. I have ridden many a 200k+ event over the past years without even bringing a saddle bag.
So there's 3 unused jersey pockets I've left out of the equation :-)
