Wanted: Touring bike/F&F, 54cm, steel

Hi all,
I'm after a bike or F&F that can have racks and guards put on it.
54cm, 531 steel or better.
Looking for something that I'd be able to stick a modern gruppo onto too, so ideally needs 130mm rear spacing, though I guess I'd be amenable to cold setting an older frame if it wasn't to expensive.

Hope someone can help!
