I'd put money on a 10mm bar specifically designed to resist cutting outperforming a 13mm bar designed for safe lifting. Even among steels not designed for security applications, there is a huge difference in how quickly they fuck up your cutting discs :-) Lifting chain isn't high performance stuff, since it's always going to be cheaper to buy a fatter chain than to have a small size made from very high strength steel.
