That's the point of swapsies though isn't it. The more people you swap with the cheaper it is for everyone.
Assuming a completely fair distribution of cards (or just numbers between 1 and 638) and doing it 10,000 times to do a little monte carlo simulation:-
(halve the number of packs for cost in average cost in UKP)
tot_packs=898 for 1 complete collection(s) (898 packs per person)
tot_packs=1199 for 2 complete collection(s) (599 packs per person)
tot_packs=1449 for 3 complete collection(s) (483 packs per person)
tot_packs=1907 for 5 complete collection(s) (381 packs per person)
tot_packs=2912 for 10 complete collection(s) (291 packs per person)
tot_packs=4711 for 20 complete collection(s) (235 packs per person)
tot_packs=9563 for 50 complete collection(s) (191 packs per person)
tot_packs=17111 for 100 complete collection(s) (171 packs per person)
tot_packs=31516 for 200 complete collection(s) (157 packs per person)
tot_packs=91801 for 638 complete collection(s) (143 packs per person)
...and for fun, if you can find 4999 others to do it...

So just finding 49 others to do swapsies with will reduce it to under £100 each.
(128 packs, or £64, is the minimum you could ever do it for.)
