    No part of the steerer ever experiences any mechanical loading other than tension or compression. Of course, no part of anything ever experiences anything other than tension or compression, so on its own that's a pretty meaningless statement. If a 1" steerer wasn't marginal for stiffness as a bicycle steerer, nobody would ever have invented oversized steerers, so I can't see how removing material without first increasing the diameter is an improvement.
