I reckon this is perfectly acceptable. The area with the holes is only ever really in tension (and torsion from steering). I'd take issue if the holes were all the way down to the fork crown.

No part of the steerer ever experiences any mechanical loading other than tension or compression. Of course, no part of anything ever experiences anything other than tension or compression, so on its own that's a pretty meaningless statement. If a 1" steerer wasn't marginal for stiffness as a bicycle steerer, nobody would ever have invented oversized steerers, so I can't see how removing material without first increasing the diameter is an improvement.

That's probably one for Xav. I think the cool kids are using Pro Aerofoil, which are polyurethane coated and therefore both shiny and more or less air tight, but they aren't as stretchy as my Nylon/Lycra® Mavic® ones, so they are a PITA to put on.

I've stopped using overshoes as Pro Aerofoils significantly increase the frontal area of my S-Works shows.

Significantly? How thick are they? If they smooth the shape and surface of your shoes, even quite a big increase in area might still yield a net reduction in CdA

FWIW, I've been wearing Lake CX170s for my last two races, not as comfy for long rides as the Zxelliums, but super slick with no protruding buckles or dials.
